How do I make gifs and apngs with forced subtitles (not burned/hardcoded subtitles, but simply subtitles with forced display)? Can VirtualDub2 and Shutter Encoder do the trick?

The gif and apng formats do not support subtitles, the only way to display them is hardcoding. But the original video does not necessarily have to be hardcoded. I am working on a program that uses srt, vtt, ass subtitles and can generate gifs and apgs with hardcoded subtitles, among many other things.
