Is there a solution to this problem (horizontal waviness in video)?

I want a solution to this problem in this video. It is the severe horizontal wave in the video most of the time. The video is full of problems, but the problem for which I do not know a solution is this aforementioned problem. Can someone share the solution with me?

Is that really your source? Or something you encoded (with wrong settings) to upload here?
Looks like some interlaced vhs/dv signal got upscaled by some dumb hardware upscaler which did not deinterlace before upscaling and then removed combing artifacts by smoothing and strange shifts after the fact.

It is a restoration screw up. As Selur mentioned we need to see the original video, there is no point at all of posting that sample.

imho, this is still too far gone to produce anything decent,...
downsizing and throwing spotless and BasicVSR++ at it (script) helps a bit, but proper recapturing seems like the only good way,...
