Date Created issues

Hello, I need some advice. MP4 video recordings from DJI FC2103 have a creation date 15.3.2019 9:48 AM (data from win explorer). Photos from the DJI FC2103 have a creation date of 15.3.2019 9:48 AM.
In Exiftool the photo creation date is 2019:03:15 10:48:48. The date of video recording is not available in Exiftool, only File Modification Date/Time : 2019:03:15 09:48:48+01:00. How do I know which time is correct? Evidently, the time of creation of videos and photos is the same, but which one? 9:48 or 10:48? Thank you. Peter

"Date/Time : 2019:03:15 09:48:48+01:00" and "2019:03:15 10:48:48" (UTC) indicate the same date time, so it's probably just a question of which time zone you take as reference.

Thank you very much for your reply.
In win explorer in the file properties tab it shows 15.3.2019 10:48 in the field "origin" but below in the field "advanced photo properties" it shows 15.3.2019 9:48. Photoshop CS6 in file information IPTC shows 15.3.2019 10:48. Likewise in the "origin" tab 3/15/2019 10:48 AM.
Exif reader shows Date/time original 15.3.2019 10:48.
MediaInfo v23.03 shows a creation date of 08:48:54 (UTC) and a (local) file creation date of 09:48:54. I am attaching the relvant file.
