Can I reduce the line noise with either handbrake or TMPG mastering

I suspect its reception problems , or any easy to use software, i appreciate avi encoding software popular on this forum with the experts, but its just one file, so just looking to improve it if I can-thank you.

man that's aswful, looks like someone was filming some screen and moving non stop.

I suspect it was recorded when the signal was suffering interference, common in the UK for satellite or antenna reception during bad weather. How to get rid of those is what I seek, not the pictue quality per se.

just playing around using DeSpot, SpotLess, RemoveDirt and SMDegrain to lessen artifacts (and probably create new ones )
