    I wonder: can ExBlend plugin for avisynth, do framerate conversion?



    my footage is 30P I need to output 50P

    Not by itself .

    If you meant new frame interpolation and smooth retiming you would need to use other plugins/functions such as FrameRateConverter, RIFE, SVPFlow etc...

    Other types of frame interpolation would be combinations of duplicates/drops /blends
