    In PDF24, how do you check the dimensions of the pdf in inches? How do you resize a pdf page, again, in inches?

    Check pdf file properties in general with ctrl-D it will give you page size.
    I am not familiar with PDF24.

    I opened your file in Acrobat Reader and ctrl-D works.
    Page size 17.68 in x 26.67 in
    there are other details.

    Know any alternatives besides Acrobat Reader that can do the things I want, plus can edit and add text and annotations, and convert pdfs to images and vice versa where you can set the DPI to any number you want?

    If you are looking for a free application then the answer is no.

    Adobe Reader is a free application but it is limited. Adobe Acrobat should be able to do what you want but it is not free. I think they have a monthly subscription if that is something you are willing pay for it. Free trial is available.
    Other application I have used is FineReader by ABBYY it has a great OCR but not cheap. Free trial is available.
