Is deinterlacing videos on playback with video players the same as deinterlacing videos using tools like QTGMC, Da Vinci, ffmpeg, and Topaz?

Usually not. Players do the deinterlacing always in real-time, while the tools do the deinterlacing off-line and can take more time for high quality deinterlacing, depending on the complexity of the deinterlacer. The deinterlacing quality of players and TVs varies between different models (low-end / high end) though.
