Very unlikely….. better go for a non consumer PCIe HDMI/SDI capture card, (or CamLink dongle ?) there are good cards from BlackmagicDesign, and other brands like that,
You better explain what you try to do, there might be other/better options available.

Why, since nothing is broadcast at 24fps?

The HDMI source could also be a video camera, broadcast transmissions don't do 24fps indeed, one can question if the OP has the right section/forum for his question, so i repeat myself: "You better explain what you are trying to do" this way people here can give better help, the right question will give the right answer, or get pointed in the right direction, capturing here, is mainly about converting analog into digital format, HDMI is already a digital format, which gives also more options to solve, simply by giving more about the setup.

    Magewell capture device:

The Magewell XI100DUSB-HDMI can definitely do this at up to 1080p but it's expensive. I have never owned one but happen to remember it because it is an outstanding product.

There may be other, cheaper, USB devices that can do the same thing but I don't recall any.

Have you tried searching pricerunner? i tried using google but mostly got results from my own country, i then tried visit https://www.pricerunner.com and searched for USB HDMI Capture Card, it found thousands of products, i didnt check if they had support for 24fps! This website will allso display stores in your country/city/town that can have this part avalible in an store near you, but allso websites that deliver from within your country and such things!

Edit: If it has support for your country maybe it help make things a lil bit more reliable to use compared to Amazon/E-Bay!

Not that I am aware of. As is true for most things in life, with capture devices you almost always get what you pay for.

To support 24p is most of the time a special feature, so i ask again…. for what is it needed ?
Most USB devices that will support it are expensive, a PCIe card has more bandwith, and has better software support on recent OS's

or try one of these: they come out under different brand names and are real cheap, if that's an important thing for you…google is your friend,

    btw… USB capture card = USB dongle/device

Hi, it's for something I'm testing, which is this:

    https://www.svp-team.com/

    https://bluesky-soft.com/en/BlueskyFRC.html

    http://www.dmitrirender.ru/

USB would be so I can use it on a laptop.

If you know of any such capture devices that can be set at 24 fps that would be great if you can post links.
