I have an MPEG-2 file I'd like to make into an SVCD. The trouble is, the audio is about 5 seconds out of sync the entire length. What is the best way/program to use to correct this problem? Or do I have to re-encode the entire file again?

I would just use Tmpeg to demux then use any audio editing program to crop any excess 5 seconds of audio and then remux with tmpeg. I think most audio editors can handle mp2 audio. I don't think you have to re-encode.
