.m3u8 will play only in browser and VLC but will not play in panel

I have particular .m3u8 that will only play in VLC and in my browser that has extension. But no where else.

I have tried to streamlink it. Will not streamlink.

How can I make E+ m3u8 so it will play in my panel?

I recently found a way to get it to work from another site that also has these streams available. Listed below is an example of some sort of extension/prefix they use to get the stream to work. What type of prefix is this?

So what I believe happened is that the provider is blocking IP Server. Because I insert the same link, same location, different IP and it works. It also works everywhere else. Thanks for help.
