Trying to help out a mate working out on putting together a VHS capturing setup using a JVC HR-S9911 (in edit mode w/ enhancements off) as the main VCR and a Panasonic DMR-EH65 DVD for TBC (with comb filter on). We've done a variety of capture in the last few months and so far while everything looks fine, but one of the few things that standout via Mediainfo when trying to capture in Native PAL 720x576 is that the original frame rate showing as 29.970 FPS and the Standard as NTSC. This was captured using the software that came with the Blackmagic Intensity Pro 4k using DVCPro50 codec. No idea what causes it and we don't know where to look through for that fix.

on page 17/65 it ha a NTSC & PAL setup options. -
Why are you using DVCpro50? it's an outdated codec. If you use BM MediaExpress it should detect the format automatically. Also make sure your DVD recorder is set to PAL. By the way comb filter is not relevant when connecting with S-Video all the way from VCR to capture card, Doing so you may get away with not using the DVD recorder and just turn on the line TBC in the VCR if equipped.
