I've got several MPG files I want to make SVCDs out of - trouble is, the audio levels vary amongst them. Can I raise the volume of an MPG before I burn the SVCD without re-encoding and losing video quality?

you could demultiplex with tmpgenc, use besweet or similiar program to increase the volume, then multiplex back with tmpgenc
