    So I want to keep the 4th frame and remove the 3 before it and repeat that cyle for the entire clip. What is the best way to do this in either Avisynth or VapourSynth?

    SelectEvery(4, 3)

    Out of every 4 frames (0, 1, 2, 3) keep #3.
