What are the best setting for Handbrake or Shutter Encoder for compressing H264 1080p 1440 and 4k video to H265 to save space while keep the video quality pretty good??

There's no "best" settings. Just different compromises. It's often said there are three results you can shoot for: smaller files, better quality, fast encoding. You can only get two of those things at a time though.

Lets say a H264 video has 6000 to 8000 bitrate with H265 what would bitrate should I roll with??

There's no way of knowing for sure. What if 8000 kbps was overkill for that view? Then a much lower bitrate in x265 may be sufficient. Or what if 8000 kbps was already over compressed? Then you can't go too much lower with x265 without visibly losing more quality.
You should use crf encoding with x265. Experiment with short segments at different CRF values. Once you learn what CRF value gives the quality you want, you'll know what the quality will be after recompression. And you'll get exactly the right bitrate that's needed for that quality.
And if you're going to use h.265, I recommend you use 10 bit encoding too. That generally gives less posterization, even on 8 bit displays. And most devices that can play h.265 can play both 8 bit and 10 bit h.265.
