I've changed computers. I used to be able to rewind/fwd 5 seconds using the left/right buttons. But now that's not working. I've tried it various times and the right button is fwding 12 then 10 then 6 seconds. Similarly the left button isnt doing so properly.

I went to preferences / playback / time jump and it's clearly marked there that the left/right arrow key should move by 5 seconds.

    What's the issue?

  2. Turn off "fast seeking".

Yes, "fast seeking" seeks to the nearest keyframe. That is fast because the player can just go to the keyframe and start playing. Without fast seeking the player will accurately seek 5 seconds forward or backward. But it may not be fast because it has to seek to a keyframe, then decompress a bunch of frames as fast as it can without showing them, until it reaches the desired frame to start playing. With long GOP codecs it can be 10 seconds or more between keyframes so it can take a while for those accurate seeks.
