I want to try and master making "DES" stereo from mono recordings.
Does anyone know of a safe free software download that worked?
It'll be used for both music and mono video soundtracks from the old camcorders.
Alternatively is there a not too expensive software you can purchase to achieve the same?
Try StreamFab Downloader and download from Netflix, Amazon, Youtube! Or Try DVDFab and copy Blu-rays! or rip iTunes movies!

What have you tried so far and what research have you done?
Have you looked at stem separation tools? -
Here is a video how to do that with free software. Unfortunately it's in German but I think you can follow the steps shown on the screen.

I haven't tried it yet, as it will be a learning curve to the regular editing I do. Also have no Idea what software to use.
But now with 20 years ahead with nothing but spare time, I'm really bitten by the bug on this one.
Getting a real Stereo sound from Mono was a dream way before I heard of DES etc., Especially after decades of fake stereo vinyl etc, from the big record labels. -
Have you checked the video? That makes sense to me but it's quite a lot of work.

It can be done with stem separation, Izotope RX has its music rebalance.
There are probably other techniques; if you haven't done so perhaps join the Both Sides Now Stereo forum
