I've recently switched from capturing with an older ATI card to using Hauppauge USB-Live2 and I find the noise at the boundaries of high contrast areas or around fine details/text on EP tapes to be significantly more noticeable. Are there any best practices AVISynth scripts to help minimize this issue post-capture?

Maybe is not at issue by itself, but more "data" captured. Be sure there is no oversharping halo. You can reduce the noise with a temporal or a spatial/temporal denoiser, like TemporalDegrain2 or similar
edit: remember to use USB-Live 2 with Y/C input! -
In my experience dot crawl artifacts from different capture devices/sources can require very different methods. It's best if you upload a sample.
