Hi... I have this video, but like you can see the quality is too bad. I want to upscale a little this video, but I have to prepare it for the upscale because. What can I do? Should I abandon the idea or can I do something?

You could throw something like BasicVSR++ at it:
but resizing this afterward is probably not really worth the effort, due to the lack of details combined with tons of artifacts.

I used vs-BasicVSR++ is a Vapoursynth filter (https://github.com/HolyWu/vs-basicvsrpp), but like I wrote I doubt it's worth the effort.
