I'm attempting to convert a number of NTSC HI8 tapes using my Sony CCD-TRV418E PAL. The camera is able to play the tapes without any issue. But i keep having a weird flickering problem through the capture to my laptop. I'm using an elgato video capture device for retrieving the footage.
The flickering only occurs at sections where the tape may have been bumped even slightly during recording. I'm usually inclined to believe that this is just what the tape condition truly is. But since the quality on the camcorder is perfect, I'm lead to question what, and why it's happening.

The camera is using the NTSC Playback function, and I have attempted to use both of the options for this playback. "On PAL TV" as well as "NTSC 4.43". On Pal TV is the only option i can seem to get to show full colour during conversion. with NTSC being a desaturated tone. The flickering is present regardless of which option i use.

As for software i have attempted to use both OBS, and AmarecTV both with similar results. I've even tried running the source through an edirol v4, in the hopes that might make a difference. and unfortunately it did not. I've asked around at work. and people have suggested attempting to change my refresh rate. Although i can't actually do that on the laptop i use, and i doubt it'd make any difference regardless.

Happy to give more info if needed, looking for any helpful suggestions! thanks lots!
This is also my first time using the forum, so apologies if my question formatting is a bit off.

A sample of the capture would help but....

AFAIK 'On PAL TV' is another way of saying, as far as capture is concerned, the output from the camcorder is effectively PAL60 - the timings are all NTSC whereas the colour is PAL. If your capture device does not support such a setting - very few do - you will not get a true result.

And forget OBS. It is not a 'proper' capture program despite many claims to the contrary. Virtualdub does have a PAL60 setting but unsure if that is dependent on the device. One such device that does support PAL60 is the Hauppauge USB-Live2 which is what I use for PAL60.

Get a device that capture PAL60 or a true NTSC camcorder, Alternatively get a DVD recorder from the suggested list in the sticky thread and use it as passthrough, Hopefully that it will take PAL60 and convert it to PAL so the capture device can cope with it.

  6. The TBC doesn't work during NTSC playback on the PAL hi8 camcorders so the output will be somewhat unstable which a lot of capture cards don't handle well. Need something that can do the tbc job or a ntsc camcorder with TBC. The Panasonic dvd-recorders don't accept pal60/ntsc 4.43 (only standard NTSC so you'll get a B/W image) so those won't help here. Ones I know that do handle it are newer dvd/hdd recorders from pioneer and the sony ones that are based on those so that is an option if you have trouble finding a ntsc camcorder. (Pioneer DVR-x30 and newer at least and Sony RDR-HX_50 and newer)
