I have an old Panasonic M1 which doesn't get a video output from the pickup tube. The counter is on and "light" is flashing on the display, but the video behind is black with a small grey bar at the side. Is this a dead pickup tube or something else like a capacitor?

if the counter is on then its not a display issue.
before tear down, have a look through the Lens to confirm the aperture is open.
first you may check if there are some caps leakages as you thought.
then you may try to check if the voltage level is right.
