I use staxrip. My DVD is 720x480 in a 16:9 apsect ratio, with an average bitrate 8000.
My question is. Should I crop the image a bit, since there are visible black borders, even though it's 16:9, it doesn't fill the entire screen.
Will I lose any quality in doing this?
This is my idea for encoding my DVD. Is this all good btw?

And here is all the cropping that will be done, if I do so. Is it a good idea to crop it or should I leave it with the black borders?

Cropping off black bars alone wont degrade the quality. Cropping them off, and then resizing it to fill back in the area you cropped off will degrade it some though.
That's entirely up to you if you want those bars or not in your video. -

Cropping them during playback will not lose quality, but ANY cropping with subsequent saving requires re-encoding* and ALL lossy re-encoding loses qualty, hence the name.

The question is what will you do with the rips:
If you are archiving the video, any transcode will reduce quality and that runs counter to the point of archiving.
If you are transcoding for access/space/restoration, cropping can reduce the final results file size. Since most devices will scale on playback, loosing the edge is a marginal concern. Keeping the crop to a multiple of 8 will keep superblocks aligned (not sure if it even maters TBH).
If you are upscaling, do whatever you want. Your already taking a very disruptive path.
I don't think you want your demuxer playing with frame size. 95% sure it will do so via a transcode.
