vcd quality and screen size--please help , newbie is lost

i have d/l some movies from the net , burned them to vcd's and they play fine but is there a way i can improve the poor picture quality and can i resize them from letterbox to full screen. i am using nero to burn them. also , what is the difference between svcd and vcd??? thank you

There is nothing you can do about the quality. If you start with a poor file, you're stuck with it.
You can surely cut of the sides of the letter boxed video, and blow it up to full screen, but it will look horrible!
