Adding .scc to a video

I'm trying to create a custom vhs and I figured out that I can write closed captions to a vhs from a dvd, to my understanding from the scc file. Now, I want to make a file with scc without burning to dvd, or if not possible how to burn scc to a disk.

So far I've figured out how to convert and how to write, but not how to attach the scc file to a mp4/mkv file.
