  1. Saw that at some point you folks de-blurred pictures and did a pretty good job can some de-blur this license plate from a hit and run

    The best you could do, considering the small size of the actual pertinent data (the license plate), would be to put the video clip in Aftereffects, an NLE that has good motion tracking & stabilization features, or perhaps AVISynth, and stabilize the video using only the perimeter of the license plate as you anchor points. Then apply a high contrast to the images. Export to photo sequence. Then do a MEDIAN blend of them all.

    But don't get your hopes up.
