23.976 video - 3+1 frames

hello, don't known how to handle with this 23.976 video
every 3 frames there's a frames doubled.

QTGMC() or TFM()

they do not work. what's the correct command to get rid of double frames?

Certain sections appear to have only 18 or 19 unique frames per second, such as the scene beginning at 1.29.
It's not going to be possible to get rid of all the duplicates.
