I set Amarec to 29.97, but mediainfo still says 30.00.

Yes, that video has been deinterlaced somewhere along the line. Along with the deinterlacing artifacts it has a duplicate frame every 5th frame.

Open it in virtualdub2, find a place with movement, and use the right arrow key to advance it frame by frame. You'll soon see it

With VirtualDub you would see combing during motion. Something like this:

when you'll have your new GV-USB card, capture 4:2:2, losslees, interlaced; you will deinterlace later in postprocessing if needed -
I find I get more repeatable results by setting up a preset in AmarecTV and using that rather than making changes in the Config section. (Hauppauge USB Live2, Win10 Home)

@boolian2: Didn't you already capture this clip correctly as 29.97 telecined in your other thread, using AmarecTV? Just IVTC it.

This source should be IVTCed rather than deinterlaced because there is nothing to be deinterlaced. Just field match and decimate.
