Set GOP with sequence detect

Hello,
someone would advise me what is the structure of the GOP in the video of this record, the basis is M = 4 and N = 24, that is IBBBPBBBPBBBPBBBPBBBPBBBP just there are detected footage, so the first frame of the shot is always key I and the first N is 27 and N the rest of the shot is between 24 and 48, where the last frame of the shot is P. My question is: Is it possible to set the structure of another video according to this GOP structure with image detection, for example for the beginning of the part so that the I-frames are not strictly behind each other and is there anything to detect video images?
