  1. I have some FHD videos in wmv format that I would like to convert to 480p wmv. So I was wondering what is the best program that can do this while maintaining good quality and compression?

Because the "latest and greatest" EE4 has a serious problem with the activation process, the publicly-available key-number doesn't activate the application ""forever"".
But if what you want is to use EE4 only once during your entire lifetime, it will be okay, I presume.

  5. "latest and greatest" *gig* isn't it like 10+ years old and wasn't EE discontinued like 2014 or similar?
Also iirc the free version (without registration) wasn't restricted when it came to wmv,... (not sure but I thought it was mainly restricted regarding mp4 support,..)

Yes, EE4 ""pro"" just added the possibility of MP4 output, the quality and speed improvements of the VC-1 encodes WRT the previous version were minimal
    (if any).
