I want to cut a VCD MPEG1 .Dat file frame accurate losslessly if possible. How to do that? It's a 22 year old .dat file in MPEG1 audio and video vcd file

VirtualDUb should be able to do that... you might have to rename it into .mpg.

MPEG1 is an interframe codec so it cannot be cut frame accurately and losslessly. At least the cut GOPs need to be re-encoded.

To add to what jagabo said, while MPEG1 has the general capability of being I-frame-only, when used in VCD context, it is ALWAYS multi-frame GOP.
And I suggest if you have a *.DAT on a VCD, that you do NOT just simply rename it, ESPECIALLY if you intend to edit it. Rip while removing the VCD's Mode2Form2 sector garbage FIRST. In doing so, you should be left with a straight MPEG.
