    If you know how to use Avisynth, there are quite a few filters (http://avisynth.nl/index.php/External_filters#Film_Damage_correction) that are meant for those kind of damage correction,...

    Avisynth is an excellent program, but the language makes it difficult to learn. There is no tutorial in my language (Portuguese)
