Unless your mp4 file contains DVD compatilbe MPEG 2 video its size is irrelevant. It will be re-ended when made into a movie DVD. What matters is the bitrate you chose to encode at. If your software doesn't have a "fit to DVD" option you will have to set the bitrate yourself. Use a bitrate calculator. Or you can estimate the correct bitrate by dividing 9000 by the running time of the movie in hours. For example, a 100 minute movie is 1.67 hours. 9000 / 1.67 is about 5930. So encode at 5930 kbps.

The WMP method only copies the mp4 file as a data file to a data DVD disc. That tutorial also shows how to burn DVD-Video authored discs, and recommends Windows DVD Maker. While that is possible if you already have it, those of us in the know here much more recommend using ImgBurn to burn the disc. However, as mentioned in the tutorial, and as mentioned by jagabo above, you still would need to re-encode to MPEG and author for DVD-Video format, and that tutorial recommends DVD-Styler. There are a number of inexpensive or freeware authoring apps available, including DVD-Styler, and many of them have links listed on this site. Take your pick.
Remember, the process is:
Convert (Re-encode to MPEG, etc) --> Author --> Burn. These can be done by an all-in-one app or split up into multiple apps each doing their individual job. Usually the AIO is simplest but least optimal, while the individuals are most complex but most optimal.
