    Try Avidemux. It may not cut to the exact frame you want (because of the long GOP) but it may be good enough

    SolveigMM-AVI-Trimmer + MKV was suggested in another thread for losslessly cutting MKV files but I don't know if it supports MPEG-2 in MKV files. It too is not frame accurate. If you want frame-accurate cutting, you will need paid software that only re-encodes incomplete GOPs adjacent to the cuts.
