Not hard for rakuten or any OTT service to obtain nord and express accounts, write a quick py script to glean all the IP's and ban them.

You could try Hola vpn as it uses other users connections to send the requests from the specified country so it should bypass the vpn block.
But beware all the issues with hola vpn

I live in Switzerland and Rakuten is not available via VPN at all, they block them all 100%
