  1. Is it possible to play downloaded videos on a local hard drive back using VLC?
Although many web-based players can do so, it is preferable to play back the videos using a desktop application.

How to provide the player with the content key extracted to the play protected dash?

  2. If you are asking if VLC can play drm protected videos so you can somehow bypass the encryption process by using VLC's record button then the quick answer is no.

  3. vlc can only play videos once it is decrypted..before that even if you try to play an encrypted video there will be a green screen or a total black screen

If you already have the stream keys you can download it using some tools like n3mu8 or yt-dlp, in my case I prefer using yt-dlp first, then i join the resulting video and audio tracks using mkverge; it generates a video file playable with VLC or any other player you prefer

  5. VLC does not have a Widevine content decryption module like web browsers, so you have to decrypt the file with mp4decrypt.

I don't recommend screen-capturing method (while playing in web browser), it does not give the original video quality.

You can also try KODI with that add-on: https://github.com/xbmc/inputstream.adaptive
