Compress Mpeg2 to H.264 MP4

Hello

I am transferring Mini-DV tapes in HDV format via FireWire with Adobe Premiere CC 2021 software. The end result is mpeg2 (.mpg2) files.

I want to compress them to h.264 mp4 but for some reason Adobe Encoder cannot convert all files correctly, there are many that have conversion errors. With the DV MIni-DV format there was no problem in Adobe Encoder but the HDV does cause problems.

What program do you recommend to convert these files and how to configure it?
I want to shrink an 11gb file to a 4gb more or less.
