I'd like to create a video loop that's as seamless as possible on a Windows 10 PC. Some video editors let you set an "In Point" and "Out Point" to create a section of video that can be looped. You set the points, then play the section to see if it works.

Is there an editor that lets you move the "in" or "out" points during a continuously looped playback?

Such "on the fly" adjustment during looped playback would speed up the process of finding the best loop points.
