Hello!
I've been weeks trying to extract that kind of subtitles from a video I have, I've tried with different programs and does not recognize it, but in the VLC program if it recognizes it, if someone also happens that and could solve it could tell me how he did it or with what program he could extract those subtitles? (I want them to be able to translate it)

Without having to learn ccextractor this may work for your file. Just drag the file into the window of MKVToolNix and all the elements, video, audio/s and subtitles should appear, then Start Multiplexing. Maybe a quick and dirty solution
Once you have the MKV file then use MKVCleaver to extract the subtitle
