    I work in a retirement community and we have our own community channel that runs through our Comcast cable. Comcast only provides us 720 resolution through a MDU Encoder QRF-5000-M. Since we record at higher resolutions. I need to find out what best resolution is to record so after it gets downscaled to 720 at residents TV, then TV at residents it views at 1080. What is best settings for best resolution.

    If your source is 720P or higher, then it shouldn't matter. The real question would be what resolutions/settings are accepted by Comcast.
