I have two 6 core CPU's, i5-8400 and Ryzen 1600. When I do HEVC encoding in both, the Intel gets it done almost four minutes faster. The Ryzen isn't overclocked. Is Intel generally better at HEVC than AMD? If so, that still the case with the newer CPU's?

The 1600 wasn't all that great; I own a 1600 + 16gb ddr4 and it's only about 20% faster than my i7 4790 + 16gb ddr3.
You also don't mention what the overall encode time is, a 4 minute difference where the 1600 is 12 minutes and the 8400 is 8 minutes is huge but if the 1600 is 90 minutes and the 8400 is 86 minutes then that's not that big a difference. -
Amd is much better than intel at any encoding as long as you got the right amd cpu to use.
I think,therefore i am a hamster.
