    I have not seen any consumer software that includes the ability to add EIA 608 or EIA 708 ATSC broadcast closed captions to video files.

    Adding support for embedding CEA/EIA-608 closed captions in the video GOP user data has been on the to-do list for ffmpeg for a long time but I have not heard that there has been any progress in that area.

    Some consumer software exists for creating source files that broadcasters can use to add ATSC captions, MovieCaptioner.

    about 10 years ago, I got free software that includes the ability to add EIA608/EIA708 CC to video , but now I forgot the name. lol
