I tried several browser add-ons that download Instagram videos, and they all work but none downloads that highest quality video available. For example this video

If I use any add-on to download this one, I only get the 1138 x 640 version.
If I want the highest quality video, I have to download the DASH file, then open it, and in it I see this

I see no evidence of upscaling, and comparing single frames magnified appears to show that the 1280 x 720 video is indeed a higher quality version.

I think you should go to Facebook and with youtube-dl download yourself a proper 1920x1080 horizontal version

which, however, seems not to be available on play of the video, but you have to search for it in the dash link. -
What do you expect from Instagram? It's made to be used on small phone screens.
