how do i add libx264 and hevc to ffmpeg when i compile ffmpeg for ubuntu 21.04 .

i am able to build ffmpeg for ubuntu 21.04 but there is no libx264 or hevc encoder/decoder.

if this has been discussed please direct me to an article.
