    used to use this tool last time but seems it's no longer updated: https://www.erightsoft.com/SUPER.html

    I have 2 questions:

    1. For just simple change of resolution (NOT upscaling), for the purpose of tricking YouTube to allow higher bitrates, what app is the best?
    2. For upscaling with real quality difference, which will be best? I tried Topaz Video Enhance AI but it's way too slow (25 seconds PER Frame).

    1. You can use VirtualDub 2 resize filter
    2. VirtualDub2 resize filter with a little bit of warpsharp filter

    how does 2. compare against Topaz? and is there any tutorial on how to apply it?

    1. Topaz gives you a bit better results with a lot more artefacts
    2. Filter tab in VirtualDub2.

    Got it, thanks! What settings should I use for Warpsharp for these scenarios?
    1. 540p to 4k
    2. 1080p to 4k?

    Sorry. But there are no 'go to' settings in such a case.


    Up-scaling 520p to 4k requires more than a simple filter. The required bitrate, for example, will vastly exceed the 16x provision based on the frame size. And even if you get the bitrate right you have a vastly inferior visual result.
