Hi,
I have converted many MKV file using SVT-HEVC but I get micro stuttering and stuttering issue (only with Panasonic player player, no any issue with my PC using VLC player).
Here a sample of command:
before I send this post I have compared A/B the result of LIbx265 and SVT-HEVC. if I encode a MKV file and I choose the Flac audio track there is remarkable random stuttering of 1/2 second. The 90% of problem is solved by run after mkvmerge without pass any special parameters:

The final result:
1. If I play any MKV (SVT-HEVC or LIbx265) with my PC using VLC player work perfectly I don't see smooth difference.
2. If I play any MKV with my panasonic using LIbx265 codec I don't see smooth difference / issues.
3. If I play any MKV with my panasonic using SVT-HEVC codec there is always lack of smooth that is very high if switch the FLAC track,
There is a way to solve ? (if possible without re-encode all files)

What does mediaInfo say about the same file created with:
a. x265
b. svt-hevc
using the settings you use?
Also, is the playback smooth when you:
a. don't use audio&subtitles?
b. use mp4 as container? (use another container without audio&subtitles)
c. use closed gops?
d. restrict the encoding to a specific level, profile, tier?

Use svt-hevc, In case of playback of a Flac the Stuttering is very high.

try with '-filter:v fps=24000/1001' instead of the '-r ...', there is also an option to force the recalculation of the time stamps, but I don't know what it was called atm.

I have tried to encode this '-filter:v fps=24000/1001 by added this on my original command and I have tried to -re-encode my previous file with this:

So the problem seem more linked to audio, but the source mkv file don't have any of these problems.
Apart this for some strange reason seem not possible force to constant frame rate the only way seem run at end mkvmerge.
