AFAIK, you don't.
You convert it first in another app (Bink player itself?) into a format that Premiere will accept, such as uncompressed, lossless forms, etc.
If you cannot find anything that can convert, you might have to resort to just playing it + doing a screencap, which should also get you a compatible resultant file, though probably not as optimal.
