How to filter cartoons?

Since it's ages that I wanted to filter some carton content and a user over in my forum asked how to resize and filter the attached clip and the first things that popped into my mind were VSGAN(BSRGAN) and Waifu2x with highest denoising.
Both work fine (BSRGAN and Waifu2x; ignoring the logo), but are horribly slow.
Since I usually don't handle content which is cartoon and could be filtered quite aggressive I was wondering if someone can recommend some aggressive (Avisynth/Vapoursynth) base area cleaners (filters/scripts) or similar which could produce a similar result but faster.
(My first idea would be to create some line mask and then filter like crazy.)

don't really help with the blocking at all,...
BUT I just today found DPIR (https://github.com/HolyWu/vs-dpir) which is really nice for that content and a lot faster than BSGRAN and Waifu2x.

I wouldn't filter anything there. The original looks much more "alive" then the filtered.
