I have a footage with such horizontal stripes:

Is there any available filter/script to remove them? Any advice is welcome.

Do they move ? or static ?
A video sample is worth 1000 words -
Do you have the original interlaced file ? The sample is 320x240 25p MPEG4

No, this is all I have. My friend transferred it to a digital form a long time ago and used a TV tuner card for that.

Take a look at the DeFreq plugin for Avisynth.
If you're friend still has the tape, recapture it -
Thanks davexnet. I managed to eliminate these strips to a good extent using DeFreq.
