do you mean a VCD?
when you start Nero, you should get the 'new compilation' box. select 'Video CD' from the menu on the left, then click 'new'.
all you have to do then is locate your mpg file(s) in the file browser on the right side of the screen, and drag them across to the left window. Nero should check them to make sure they're VCD compliant.
then, just click 'burn' and that's it!

Go into nero and hit 'SVCD', then uncheck the standard compliance box. Add your CVD files as normal. This is how I always do it with nero.

No, just open Nero, select SVCD and uncheck the "Make Standard Compliant SVCD" button. Drag your CVD file into the "burn" window and after it has checked through it you just burn as normal.
