Videos can be weird sizes now a days due to cell phones,ive been getting 960x1872 videos but i bet the op meant 640x352 so it's 360p.

For the OP in this scenario one would look to consider if the 640*352 gave a true 16:9 image which it presently does not. So 640 / 16 * 9 = 360. Thus 360i/p -
If it's a cellphone video, sure you could call 352*640 360p or 352p. But even before cellphones people would call 1080p content in the movie industry 2k (DCI), as the picture was 2048 horizontal. Unlike 1920x1080 which is called 1080p. Basically it doesn't matter and there are no clean rules as these are mostly marketing terms. Like with HD, FHD, UHD.

Why don't you just call it 352x640? Or 640x352? Why bother with imprecise abbreviations?

The reason I'm asking is because there is an online persoonhood registry based on blockchain called Proof of Humanity. In it, you submit a video and make a deposit. If the registry is not challenged, you get registered and the deposit is returned to you.
If you get challenged, because of not following guidelines, you go to a "trial" and if you loose you loose your deposit (around $500) which goes to the jurors and the challenger.
The guideline says that videos should be 360p, and there are some videos that are being challenged for being 352*640 pixels with the argument:
"Registry policy states ""The video quality should be at least 360p..."" This video is 640 x 352, which is less than 360p."
So there's got to be some hard documentary evidence somewhere that could help make a case that these allegations are false. First because there is a misinterpretation of what 360p and then for the lack of consideration that common peoplo submit their videos by sending them to themselves via whatsapp which then encodes the video to that size.

well technically 352 is lower than 360. so just because you upload a sideways video doesn't mean you get to break the rules. "video" has always been measured horizontal not iphone idiot vertical trash.

But the reason 8 pixel-wide columns were extracted from top and bottom is because the codec AFAIK cropped them to fit the macroblock size of 16*16 in a h264 codec. Am I right? Would you consider it NOT 360p because of 8 pixels?

Codecs can pad internally. So there's no reason you can't have 360 pixel wide/tall frames (it will be padded to 368 and the extra 8 pixels will never be displayed).

H264 can have macroblock sizes of 4x4, 4x8, 8x4, 8x8, 8x16, 16x8, and 16x16. 360->352 to accommodate an assumed codec requirement is a mistake.
