Hello.
Let me briefly draw the situation, I have D8 camcorder plugged via FW into ExpressCard inside my laptop, the moment I turn the camcorder on, PRemie Pro launches.
How to disable it? Premiere is not even my default NLE.

Does Premier Pro have a service or startup program that starts with Windows?

If Win10 is like Win7 then the last Autoplay section concerns 'Digital Video' and there could well be a default capture program. Reset that to 'Take No Action' or something similar.
Premiere Pro probably set itself as the default DV capture app. There will be a setting somewhere in that, possibly as with other software as 'Devices', and that should be able to turn it off as well. -
